His father was a former Pike County sheriff and worked as a district supervisor for the Arkansas Game and Fish Commission. His mother was a florist.
His twin brother, James Herbert Cummings, died in an airplane crash at Dallas on Christmas Eve in 1959.
In 1941, Cummings graduated from Murfreesboro High School and attended Southern State College at Magnolia for a short time.

After his discharge in 1945, he returned home and spent about a year studying at the University of Arkansas at Little Rock.
He then went to work for the Arkansas State Police and spent four years patrolling the lakes near Benton and Nashville.

As a result, he joined the Arkansas Game and Fish Commission, where he worked for 14 years until he retired in the 1980s.
"He was very highly respected throughout the Corps," said Brenda Meeks, project manager of the Lake Greeson project. "He gave a lot of young people a chance to work for the Corps. I had big shoes to fill," Meeks added.
After retiring, Cummings devoted much of his time to vegetable gardening and yardwork.
"His delight was to grow something and give it to someone," his wife said. "He won't sell it, he just gave it away."
Cummings was active with the Murfreesboro First Baptist Church.
